Does the EKM Push system synchronize? Or only upload data real time?

There are times when the Push service might go down, or internet might be out, and in these instances, IF the Meter information is not actually synchronized, then that would mean that data, possibly critical data, is missing and not able to be used for accurate billing purposes.
Does the EKM Push System synchronize this information? If not, what would be a good solution for these instances? Say, for example, I am using this meter to bill someone. And the the EKM Push System goes down for half a day, or the internet service being used for the EKM Push goes down for half a day, or one right after the other. Either way, anywhere from 6-18 ish hours of data not being pushed. I cannot accurately use the report feature from encompass to bill someone, as there is critical billing data missing. Data that is in the meter, but didn't get pushed to the "cloud". So what would I do in this instance?
Or does it not work anything like that at all?
