I finally made it out to the rental to check the suspect water meters.

The problem I am seeing is the main water bill that is feeded both units, and the ekm is only connected to the rear is showing the same or sometimes more than the total main water meter reports.

My goal was to fill a 5 gal orange home depot bucket, read the ekm and main water meters before and after.

The pulse meter sensor is partially covering the meter wheels.
The ekm meter x0.1 dial "before" looked like it was pointed at 4.

Of course the main meter looks like trash, not sure how they are reading it.

How many gallons did the ekm and main meter read?

I also flushed the front units toilets and ran the sink without the EKM rear unit meter moving.

Unfortunately I cannot see the second dial (the one next to the magnetic dial) of the EKM meter in the first photo. I'm also not able to make heads or tails of the city water meter.

Does the clear face of your EKM water meter have a crack in it? If so, do you know how that would have happened?

Meter reading:
Before 5 gal, I read, 13109.41
After 5 gal, I read, 13100.21 (makes no sense this number is lower, verified by picture order and pic timestamp)
A difference of -9.2 (this makes no sense that its negative)
Even if we can't verify the exact x0.1 dial (its from 4 to 6 on the dial), this still makes it a negative read because the x1 dial is higher on the before read, than the after read.

Spec sheet shows:
Pulse rate: 1 pulse / 0.1 cu. ft; 1 pulse = approx. 0.75 gal.
If 1 pulse=0.1=0.75gal
92 x 0.75 = 69 gal (this makes no sense),
or if I shift the decimal over,
9.2 x 0.75 = 6.9 gal (this makes no sense)

Thoughts?

Its a rental, they seem to not care about other people's property. Its a mother, 20yo and 16yo daughters and 2 dogs.
The first month I had renters, I went out for something else and the blue cover was broken off laying on the ground.
I repaired it with some solid copper wire for the hinge and some glue, next time I came out the lid was lifted up, and then this time it was lifted up and the crack was there, grrrrr.

I had an idea, read lifetime use and compare to the meter reading.

Lifetime reading on encompass = 66,449 gallons (today)
Pic of meter 5 days ago 13,100 cu/ft = 97,995 gallons
I would say the meter is broken.
I checked the water meter setting in encompass and they look fine.

Thoughts?

Sorry, I am just seeing this.

I would certainly investigate why you think the water meter is going backwards. I assume there must be a mistake in the readings. I would watch the dials to make sure they are incrementing forward.

The total pulse count and the total on the face of the meter can be different (if the water meter was not connected to the pulse counter for a while for example), so this is not concerning by itself. First I would investigate the accuracy of the meter itself, then I would look into if you think the pulse counting is accurate or not.

If you are concerned about the accuracy of the water meter, you can always take it to your local Department of Weights and Measures to have it tested for accuracy.
